OVERVIEW AND AIM
INFORMATION TECHNOLOGIES conference was first organized in 1995 by the biggest technical university in the Baltic states - Kaunas University of Technology. The annual conference takes place in the Lithuanian city of Kaunas and belongs to a group of events from the conferences series "Lithuanian Science and Industry". 2008 saw the fist international iteration of the event and in 2009 the aim is to build on its success. The mission of the conference is the promotion of multidisciplinary approaches and methods designed to further simplify the convergence of social and IT requirements as well as accompanying technologies. Therefore researchers and practitioners from all over the World are invited to share and expand their knowledge on system analysis and design, hardware and computer networks as well as other relevant topics.

Submission
Contributions are limited to the research papers. The paper's size should not exceed 5000 words. After the previous conference the volume of selected papers was included in the ISI Proceedings Citation Index (formerly ISI Proceedings) and for IT 2009 the similar book will be released and submitted for the inclusion in the same database. However, the separate volume of selected papers will be submitted for the inclusion in the ISI Proceedings database. Other accepted papers will be published in a separate volume as research communications. Submission will be handled electronically through this IT2009 web site. For submitting a paper, please use a menu section "Authors" at the top of this site. Please, read an instruction for submission (menu section "Authors/Instruction").

Addressing Security in Information Systems Development

Abstract. As IT is becoming a key infrastructure of modern society and more and more critical tasks are performed or supported by information systems, security (i.e., protection against malicious attacks) is a vital quality factor in information systems development. However, security often appears to be poorly addressed in IS development projects, especially in early stages such as requirements analysis. In many cases, security concerns are only handled late in a development project, during coding - or worse, after deployment, as a response to observed vulnerabilities. There are several possible reasons for this. First of all, methods for secure systems development are often formal and heavyweight and not well integrated with mainstream software engineering methods, and software engineers have often had limited education in security. The customers also tend to have limited knowledge about security, hence such needs seldom surface in requirements elicitation interviews. Moreover, it is quite costly and time-consuming to properly consider security issues for a huge information system, and in some cases the identification requires imagination and an ability to view the system from the destructive perspective of an attacker, which is quite different from the constructive perspective that engineers are used to.
To better address security at early stages of information systems development projects, it is therefore interesting to include the representation of security-related concepts in modelling languages used for IS development. This keynote speech looks at various approaches that have been proposed for including security in information systems modelling, related to different types of modelling approaches, such as goal-oriented models, use cases, business process models, and information models. It furthermore outlines future research challenges related to such modelling approaches, and discusses advantages and disadvantages of various research methods in such research.
Biography: Guttorm Sindre (b. 1964) got his PhD from the NTH, Trondheim, Norway in 1990, and has been full professor at the NTNU, Trondheim, Norway from 2003. His main research interests are requirements engineering and model-driven development of information systems, with a focus on early stage identification of security challenges. He was program co-chair of the CAiSE'07 conference, and has been involved in several Norwegian and European research projects. He has published more than 80 peer reviewed papers in journals, books and international conferences.
Why Today's Systems Theory Can Not Cope with Global Crisis?

Abstract. A lecture presents the first reaction of the world famous systems theory scientists' and researchers' to the contemporary banking and economy crisis which recently has shaken the whole world. Comments on the event dealt with political, social and systems control theory aspects.
The global world economy and social system was considered as SoC - the system of communities aiming a maximal profit and institutionalizing a global greed.
The existing stochastic set of world-vide information and control systems was considered as SoS - the system of systems, having no instruments (neither fundamental theory nor tools) able to cope with the current critical situation. The old and perfectly developed control theory with its well-known stability criteria is not adequate to the phenomenon of the contemporary world's realities.
New approach is proposed, adequate to the global arrangements and interdependence of actors in the contemporary world system of systems: 1) consideration of a new type of information - fuzzy knowledge-based data; 2) development of an extended independent space-time world coordinate system; 3) introduction and inclusion into the theory of a very important feature, such as anisotropy of our world's structure.
These three aspects up till now were neglected by the general systems theory, and this negligence cased society's scientific impotence in the presence of the crisis.
So, a new branch of general systems theory is under development now; its name - GFSCT - general fuzzy systems control theory, and it is taking into account all three approaches mentioned above.
The new theory, as well as world's community political will, is crucial for our future.
Biography: Dr. Raimundas Jasinevicius (born in Kaunas 1936) - professor of Systemology a the Computer Engineering Department of the Kaunas University of Technology and the part time professor of Diplomacy and International Law at the Institute of Diplomacy and Political Science at the Vytautas Magnus University in Kaunas, ambassador of Lithuania, member of the IEEE.
His research fields are: System Theory, Neurocomputing, Character Recognition, Petri Nets, Fuzzy Expert Maps, Fuzzy Cognitive Maps Ttheory and Applications for International Relations, and e-Diplomacy.
Raimundas Jasinevicius has been involved in few large scale projects: Concepts of the Information System for the Air Traffic Control in Lithuania Airspace; Computerized Police Information System for Ministry of Internal Affairs; Tempus project on Curricula Modernization in Information Technology at the Universities of Lithuania; SoC for SME project for 5 Nordic countries and 3 Baltic states.
He was engaged as a researcher at the Cybernetics Center at the Genoa University (Italy, 1967), UCLA (USA, 1973), UMIST, City University and King's College (UK, 1976 and 1994). From 1994 till 2001 he was the ambassador of the Republic of Lithuania to Denmark and Iceland.
He has published 3 monographs, 1 referenced dictionary and more than 120 papers and articles on system theory as well as on international political affairs and humanitarian problems.

Conference Venue
The Conference will be held at Kaunas University of Technology, Kaunas, Lithuania.
Kaunas with only 360 thousand inhabitants is nevertheless one of the most significant cities of Lithuania. It is not only a city of old traditions, but also a large centre of business and industry. It can also lay claim to be a town of young people with over 40,000 students studying at one of eleven universities here.
Kaunas was always fated to play an important historical and cultural role in Lithuania. In 1408, Magdeburg rights were granted to the city of Kaunas by the privilege of Vytautas the Great. During the early 20th century Kaunas was the home of the Lithuanian Government and the capital of state. However, history tells us that even before this date, the city, situated at the confluence of the rivers Neris and Nemunas, experienced many periods of great prosperity and national importance.
It's hard to name the single most famous feature of Kaunas. From the historic 13th century Kaunas Castle to the romantic City Hall Square, from the macabre Devils' Museum to the galleries of art varying from classic to avant-garde - Kaunas offers something for everybody. The cosy and enigmatic Old Town of Kaunas extends into a vibrant Laisves avenue, where visitors can enjoy the mix of modern and traditional shops, cafes and bars.
Also basketball is synonymous with Kaunas not only because we held the very first official basketball game in Lithuania in 1922, but also because of the famous Zalgiris team and its international superstar Arvydas Sabonis.
